No, Jio users can't latch on to it. It's only for their very limited enterprise segment corporate users. The subscriber figures are still reported to TRAI every month, you can find it in the TRAI subscription report.

The District Consumer Disputes Redressal Commission, Kamrup (Guwahati), has directed Reliance SMART to pay ₹13,500 in compensation to a customer for charging more than the Maximum Retail Price (MRP). The ruling came after a complaint was filed by Mehboobar Rahman, alleging unfair trade practices by the retail giant.
