Yes you can definitely install. OEM copy cost less than retail one. Buy from genuine source . One thing to remember is that OEM licence is fixed with mother board so you cannot transfer it to new computer if you change PC or motherboard dead. That's why it's cheap. Retail copy can be transferred to new computer so it costs more

If your computer has WiFi chip then it will work out of the box , in rare case you may need to search for WiFi driver in computer manufacturer website

1. According to Microsoft Term and Condition only Manufacturer can install OEM licence... Selling or Transferring OEM Key is illegal.. Manufacturer gets OEM licence directly from Microsoft...
so if your pc / laptop came pre install with OEM licence you have nothing to worry..

and now comes to the Genuine part, you can buy OEM licence from many seller, you can use them, activate them, even you will get full support from Microsoft... but according to Terms and condition its illegal (It's India you can use it without issues)..

2. if your PC/ Laptop have WiFi Hardware then you can use it. (First check from Manufacturer Does they Provide Windows 7 Driver??? ) newest one, specially Laptop don't give older OS driver...

3. Search for 3rd party Driver..

[edit: i mean to say activation support, most of the time need to contact Microsoft for first time OEM activation.]

yes those are genuine and you can install windows 7 OEM license. But, as @Sarkar Bro said it's tied to motherboad so, you can't transfer license. Microsoft doesn't provide any support to OEM license.
2. Can I access WiFi in windows 7 ultimate?
yes you can access WI-FI. If your computer has WI-FI adapter then only. Update or install driver it'll work.
3. If no what's the solution to get WiFi in win7?
If your computer doesn't have any WI-FI card then you can buy USB power WI-FI card. It'll work.

Note: Windows 7 is 9 year old operating system and you can't download windows 7 from Microsoft website using OEM license key. You'll have to use the installation disc which you'll get with OEM licence. Those version are outdated and it's not easy to update. Microsoft changed some components in windows 7 windows update as a result it'll keep checking for updates but will never update (you may face this issue). You'll need to install update roll-up package manually after that it'll be able to receive updates from windows update. Windows 7 support will end on Jan 2020.

IMHO, it's better to install windows 10 or windows 8.1

Well India msft will not provide support for retail windows also. We are on our own for any issues with pc. So for us OEM is a better deal. But buying a win 7 copy in 2018 does not make sense as win 7 will expire in 2 years.

If you are a simple casual user then why pay msft. Use Linux mint / Ubuntu . It's free . You can save windows cost of Rs 5000. Spend that money on somewhere else

Windows has wide software support and we are used to with it, we also born in an environment where windows is used every PC (before cracked once were used but Windows only) so almost no or less chance for Linux now too.

My desktop is assembled one, bought all spares separately and installed Windows 10 pirated. In windows 10 I accessed WiFi, but 2 days before I changed my os into 8.1 but can't find WiFi. That's why I'm asking can I use WiFi in Win7 OS without any dongle?

Thank you bro, but most of government services not yet updated to new version. I got license for NSDL PAN centre, it will support windows 8 or less version only. So what can I do? I heard that Win7 ultimate is better than any other version in this limitation. Can't I install Win7 from third party sites? I wish to buy OEM from digitalcodes.in, they will provide codes only. So pls advice me

I bought windows 10 Pro license from digital codes.in. It is working absolutely fine. OEM-Original Equipment Manufacturer. Once you apply an OEM key,you are considered the manufacturer and owner of the hardware. It is not illegal. But as others said, the code is Motherboard dependent and if you reach out to Microsoft for any help, you are 99% likely to get an answer like below-as you are the OEM,you should have the full Knowledge about the system and you should be able to troubleshoot it by yourself.
So if you have enough knowledge on computer hardware and software, you can go with OEM license. There will not be any issues.
But I would like to suggest you that-windows 7 base support has ended and it is on an extended support till 2020. So it is better that you go for Windows 10. It will be more secure for your work environment.
