For smart feature u can buy Amazon Fire tv stick and can convert your existing non smart tv to a smarter one.
A whole new tv under 10000 will be difficult to get. If You get one I doubt their durability.

Samsung 32 inch with smart tv comes at 13k, (inclu. discount), it is reliable and durable, PQ only not up to the mark other than it is branded one.
