"The Idea-Vodafone merger is in the final stages of approval, because they've got the NCLT and Sebi clearances, but there are some FDI approvals that are involved, there's liberalization of licenses, so there are a number of clearances and not a one step clearance, so we're in the process of expediting it," the telecom secretary said on the sidelines of a COAI event on setting telecom standards for upcoming technologies including 5G.

DoT to asks Vodafone, Idea to clear dues worth Rs 19,000 crore before merger

An executive at one of two companies said the government won’t be able to force either Vodafone India or Idea to clear their licence fee/SUC dues since the matter pertains to computation of a telco’s adjusted gross revenue (AGR), an issue that has been under dispute for more than a decade and is sub judice.

But a DoT official said the department will shortly send demands to both companies for approximately Rs 19,000 crore.

DoT is waiting for DIPP to give clearance for raising the foreign direct investment (FDI) limit in Idea Cellular to 100 per cent before approving the merger of Vodafone India with the Aditya Birla group firm, as per official sources. "Only FDI clearance for Idea is pending before merger of Vodafone (India) with it. FDI limit needs to be raised in FDI for clearing both the deals of Idea -- sale of tower to ATC and Vodafone merger," a government official told PTI. Idea Cellular has sought to raise FDI limit in the company to 100 per cent.
