If ARPU increases, then only all are in the battlefield. No IUC revenue or nothing else can save them.

I am using Jio since May 2015. No regrets. While speed has gone down, I thoroughly enjoyed data speeds in 2015 and 2016. They used to reach 100 Mbps consistently.

At the same time, I am worried about future of Vodafone-Idea. They don’t have sub 1000 MHz network to compete with Jio & Airtel, they are in huge debt...

So these cos goes bankrupt , banks loses money(thousand crores in debt with huge psu) either way tax payers money goes down the drain.
So let them survive atleast for a competition sake. In usa govt gave free/cheap spectrum to add competition in mobile sector.
Jio is already showing it colours with iuc plans when 1 jan 2020 is yet to arrive.
 
The government has strongly supported the payment of annual gross revenues (AGR) by the telecom companies following the Supreme Court order asking the telcos to cough up Rs 92,000 crore under the provision.
Telecom Minister Ravi Sankar Prasad conveyed this message to Sunil Bharti Mittal and Rajan Bharti Mittal of Airtel, who had gone to meet him to apprise him of the "pain and stress" being faced by telecom companies.
Tata Group Chairman N. Chandrasekaran, Kumar Mangalam Birla and a Vodafone representative were also scheduled to attend the meeting, but they did not turn up.

Vodafone should shutdown their business in India and teach the Indian government a lesson. In India spectrum charges are too much higher than other countries. If running costs are too high then you can't expect cheap service. Soon lower middle class people have to pay more for keeping a mobile phone. Just wait for BSNL's wicket.. Now only Jio can afford 5G.

4g spectrum was cheaper than other countries. If they want shutdown, then they can do before 4G, even they can't provide own 3G in Andhra Pradesh and Karnataka! Why to blame the Govt.?
 
The SC has given enough indications from 2003 onwards that the AGR calculation by the telecom companies was wrong. Airtel and Voda continues not to pay and fatten their profits. Now they have to pay. Enough defrauding has been done by all telcos. Giving them any respite will tantamount to forgiving all tax violators
