very strange issue bro:-/ because windows 7 ultimate support all font & regional language,bro my guess vga driver issue only,if possible install the vga driver again

You need to install English(India) language pack. English(US or UK) will not work. Then Press Ctrl, alt and 4(dollar symbol button) all together to type ₹ :k
