Receiving jio4g signal without sim card.

You are using Jio4GVoice app to make the call "after sim has been removed". That app is used to make calls when you are connected to wifi via a JioFi device, in which case you'll also be able to surf the internet and watch videos. It has nothing to do with the sim being removed from the phone. Are you sure your wifi is off. If it is then surely this is a weird thing that is happening.

wifi is off as seen in the video.
 
I think the wifi radio is not getting turned off even when you turned it off. The icon is changing color alright, but the radio seems to be still on. That could be the reason for all this. Can you go into settings menu and see if the wifi is still connected even though you turned it off?

Wifi is very much turned off and have made forget network for all wifi.
