That was the fault of the leagues they should have started the season in beginning of July and given a 2 month break from mid October to end of year but the leagues wont do that. No point complaining about when World Cup is held. World Cup is the most important tournament and it should be held when it can played in good conditions that was Nov-Dec. The leagues should have accepted this and started their season early but they didnt do that which was actually their problem.
