Your pic showing 4G sign. It should be E if you are on 2G pack. So if I am not wrong then you are getting 4G

It's Himachal Pradesh. At that time there was no 4G Data, may be it was a glitch because their 4G Services are not launched yet, it's a testing phase.

And regarding 4G pack, I think they gave you some promotional 4G data pack to test their new network. Yesterday airtel also gave me 1GB 3G/4G data without anything, any recharge. I had 1GB left in my account and now it's showing 2GB left. You may also have something similar.
