It's a thermal paste, bro. It is applied over the CPU to ensure the maximum transfer of heat from CPU to heat sink. It helps to keep CPU cool. If any computer is running hot or it's thermal throttling then, cleaning the CPU fan and replacing the thermal paste will probably fix the issue.

There are lot of thermal paste available. Cheaper one doesn't work that great.

I've cleaned my desktop and now it's running without any thermal compound. It's winter so, it's not having any issue but it's a good idea to apply thermal paste.
