Why they are promoting ppb account as RBI allowed them to operate

Still unable to add money in ppb account then how to operate account

Its just a mail I've been getting it regularly they just want people who have account to keep it active and also to no reKYC so that when RBI asks they can say these many people have done reKYC so we will keep these accounts open and close all others
