No idea.
It got a digital release on both JioCinema as well as Netflix simultaneously, after its premiere on Star Gold. Then it was added to Hotstar (don't remember when). Now it's available on Prime Video as well. I guess Amazon did some kind of combo deal for both Stree & Stree 2 to be on their platform.
