What does that mean?

It means that they will make a new band in 600 MHz frequency for India and South East Asia and Australia to use, these regions will not use n71 band for 600 MHz that America uses. Maybe the new band will be called n72, but for now it's going to be called APT 600 till the band gets formalised.

Railway used to have 1.6 MHz in band 8 900 MHz which they are now surrendering since they have been allotted 5 MHz in band 28 700 MHz (not 10 MHz like you mentioned)
