After removal of off-net minutes/IUC, Rs.75 truly unlimited calling plan is the cheapest in India for Jio phone users.
Avoid and BSNL have unlimited calling plans above Rs.100/- even for its 2G users.

Remember that BSNL has Rs.2399 pack valid for 600 days (Rs.4 per day average) - 250 min per day + 100 SMS per day.

Point out any similar voice only plan in the other operators.

No use of the phone specific plans. Make it sensible by comparing open device plans with the other operators.
Can you compare a nano car and a audi car or a scooty with bullet?.

Well it's exclusive for Jio Phone only, the phone which is bombarded with full screen auto playing ads that start at weird timings like right after ending a call. Jio is getting money from these ads, other operators aren't showing you ads on those 2G phones.

Ok. anyway other operators can push cheap volte phones to its 2G calling customers rather than maintaining 2G networks in zero IUC regime.
