Star Sports Tamil 1 is not available live on hotstar, since STAR channels on JioTV redirect to hostar, may be that's the reason Star Sports Tamil 1 is not listed

I think Star dont want Star Sports 1 Tamil to be available in any platform including Hotstar to get as many subscriptions from digital tv networks.
