Yeah as it is different core that's totally possible but let's see what they do about launch
Ya, separate 4G and 5G data quotas, so that customers move to 5G. If more data is given as combined 4G/5G quota existing 4G handset customers will not upgrade to 5G other than those locations where congestion is vv high.

Example, 2Gb/day for 4G network mode and 20Gb/day for 5G network mode.

The 5G data quota can be made to be usable on the 5G wifi hotspots in various parts of the city for consumers who have a 5G plan active on a non 5G enabled 4G handset. Also for 5G handsets when they are in good coverage of the public wifi hotspots since it would reduce battery drain compared to 5G and offload some data consumption from the mobile network to the wifi.

Ya, similar thing is done on 4G also by Jio, they have installed wifi antennas on towers where ever congestion is high. So people near the sites can latch to wifi networks utilising their 4G data and decongesting the 4G network.
