If that is the World feed where is Harsha Bhogle, Ian Bishop and all
It's available during BCCI/IPL every match, they are like BCCIs all rounders sometimes they do toss presentation, pitch report, commentary and sometime post match presentation.

No bro, star sports has rights only for Indian subcontinent. World feed will be available on jio cinema. Because jio and times network has internation brodcasting rights. Viacom18 and Times Internet together won the Package D for Rs 1,058 crore.While Viacom18 has Australia, New Zealand, Singapore, Caribbean, South Africa, Sub Saharan Africa, UK, Ireland and Continental Europe rights; Times Internet got Middle East and North Africa (MENA) as well as the United States region in their kitty.

You confused, World feed produced by BCCI and it's available for all Broadcasters/Streaming platforms in World wide. If Broadcaster/Streaming platforms not interested on BCCIs World feed, nothing can do with BCCI.
You're confused between World feed and international broadcast rights. World feed is available to all broadcasters across the world and it's upto broadcasters whether they want to use the this feed or customise it
