Yes they failed many times but they reached mars years ahead of isro..

ok i take your point Nasa do this a years ahead but don't forget this today Nasa do this thing in 671 Million dollar but india do this in 74 million dollar so if they have better technology then why not they do this in cheap rate

both mars mission have different objective and with different tech specification so the cost is not same..but i agree with that isro's mission is cost effective.
