It is custom duty. But increasing custom duty actually hamper make in India program. Because companies import these CKD units to assemble the final product and export. So if we will increase the custom duty, then end product will also be costly. And no one will export phones from here. Rather than that we need to give incentive's to industry to set shop here. The best thing would be to form a smartphone company which will be based from India. They will do what Xiaomi, Vivo did for China. There is also strategic importance in Mobile phone industry. Like Huawei spying for PRC.
