This is a feature that loads suggestions or search results dynamically as typed. Basically makes Google search easy, only for desktop users though. Although back when it was announced, Instant search was considered a revolutionary thing, but not any longer. This is because Google has now announced to kill this feature.
The key reason behind the decision to drop Google Instant search is because of the transition that the technology world has witnessed lately. People have shifted from web to mobile. Reports claim that mobile searches too over desktop in 2015, and that went on to rise with the upcoming years. That being said, Google's Instant search doesn't work on small screen, basically mobile browsers.

Here's the statement Google gave to Search Engine Land.

"We launched Google Instant back in 2010 with the goal to provide users with the information they need as quickly as possible, even as they typed their searches on desktop devices. Since then, many more of our searches happen on mobile, with very different input and interaction and screen constraints. With this in mind, we have decided to remove Google Instant, so we can focus on ways to make Search even faster and more fluid on all devices."
