Fuchsia is a capability-based, real-time operating system (RTOS) currently being developed by Google.  In contrast to prior Google-developed operating systems such as Chrome OS and Android, which are based on Linux kernels, Fuchsia is based on a new microkernel named "Magenta", derived from "Little Kernel". Samsung would rather work on their own Tizen OS which can already be found of the gear S watches and some Samsung phones.
 
Google’s Fuchsia OS, when it releases, might very well be a game-changer for the company. A real-time OS, Fuchsia is the first consumer-facing, Google-designed OS that eschews a Linux kernel in favor of a microkernel called ‘Zircon’.

Interestingly, Android Police reports that recent code commits indicate that Google is working on integrating support for Apple’s Swift programming language into Fuchsia.

Swift is an Apple-developed programming language that can be used for building apps for the various platforms supported by Apple.

According to Fuchsia's documentation, the Acer Switch Alpha 2 and Intel NUC are officially supported 'target' devices. This means that Fuchsia has been verified to work on those devices, and they are most likely the top devices used for testing. A page about installing Fuchsia on the Google Pixelbook was recently added, which explains the process of placing the laptop in developer mode and booting from a USB drive.
