In previous Google update their Privacy Policy and their new look.But in new Google Sign-Up page when you are going to create a new Google Account, Google will forcibly and automatic create your Google+ Account.
So If you are going to make a G-Mail Account, but don't want to create a Google+ Account than follow the given below steps and you are done.

Visit - Old Google Sign-Up Page and create your Account without joining Google+
How To Create A New Google Account With Google+
Visit - New Google Sign-Up Page and create your Google account as well as Google+ Account.
