Check with BSNL team, for ULKA video is available in YouTube for configuration. It is same as WECONNECT I guess.
I hope you are operator.
If you are a customer you can't do that.

No one. Once you get OTP from the BSNL live tv app only it will work.
BSNL live tv will work only when connected through LAN cable if VLAN 1900 configuration done on both OLT and ONU.
It's made available on few parts through local operators.
Our operator said it will take time. Because he is also tied with VK digial and TCCL and I guess he won't support BSNL for TV. Because it is a loss to him.

This is not updated. I tried too.
This time BSNL tied up with WECONNECT, who is already giving services across chennai and Tamilnadu.
After trial and launch they will update i guess. I asked BSNL office they said service will be rolled out beginning December in phased manner. Local operators need to enable VLAN 1900 in their OLT and we need to configure our ONU as same as posted in the video.
