BSNL is not good enough to launch and maintain a service even though it has very good infrastructure. They must learn from private sectors. Poorly managed network with worst customer care service.
 
BSNL should not depend on local providers, they can built Pan India headend for digital iptv with their money. AP Govt's AP fiber have own headend in Vizag serves entire state with iptv.

You can't avoid local operators. Just compare the services of BSNL before and after the entry of local operators. Earlier when it was fully government employees operators it was quite tough to get remedy incase of any down. After augmenting with local operators now the faults are being attended very fast.
However local operators are hesitant to implement IPTV since they are already tied with cable tv networks. They can't loose their margin just because of IPTV.
 
Some issue in the Internet network while adding IPTV . So IPTV is temporarily stopped.

This shows how poor is BSNL when implementing new services. One side we want government network stay stronger other side they acting like they are dead.
