I think it's because gambling is banned in state. I am pretty sure fantasy cricket is banned in many states. Andhra Pradesh is publicly talking about it to drag attention.

Not only Andhra, it is banned in many other state like Odisha. They don't allow withdrawal of money.

But may be it can if escaped if you have bank account in other states. The point is finding a loophole. Like in sports betting, Physical money betting is banned while Online betting is neither illegal nor legal in most states.
