No these movies are not dubbed in English. You can find fan english dubs via pirate sites. But those are not good.

Ani-One got Lupin III Part 6 distribution rights. Seen in comments, Animax has acquired it. So it won't be streaming free on You Tube. Maybe VOD platforms and Ani-One Ultra Membership.
