That's only bcoz Jio has plus point of VoLTE which makes free calling possible. Voice over LTE {Call over Internet} which make it free for both company and customers. But, if Jio won't came airtel will charge for that also.
It might possible Jio will charge caller tune in future but as Prime Member fee also include this.
