should I take the risk and buy 599/m fiber plan and then downgrade to 399/m after a month !

That is up to you whether you want to take risk or not. Because this plan is visible sometimes only in the plan change section.

Airtel has some shady practices like this in various areas.

instead of pushing this as a broadband plan, they could just push this as IPTV plan over fiber/airfiber, and charge the relevant fee for the same. 399+GST turns out to be 470 rupees anyways.
If you recharge for 2000 rupees in DTH you could watch for 6 months on an average, so for the whole year it turns out to be 4000 rupees. But this one turns out to be more than 5.6k per year.

That's the beauty of prepaid type accounts: you can recharge as much as you want and get longer validity on your accounts.

One gets lots of freebies, additional benefits with Airtel Black Combo thus already there r lot of savings.... If any company starts giving discounts on bundled offerings + recharge offers by allowing DTH connection as a prepaid offering in bundled plans then what will they earn?

mine custom plan 358, and also bill not been generated till now, on 12 it's generated
As per my info, 399+gst (discount already included in it) so bill amount is 470.82

Yes, generated, but billing period is a partial month, and there are also changes in plan. I expect to pay zero for the next approximately 7 months.

Plan - 198 + 260 = 458 they give Rs. 59 discount so pack cost 399 + gst
but for me they gave 100 rs. discount (i also don't know why this extra)
its overall not info abot category wise
