there are lots of users who are still using feature phone and they no need of even single KB data.
so There must be a voice plan.

If TRAI mandates the telcos to do that then they will simply remove the data benefit from the value bundle plans which currently give 2GB/28 days, 6GB/84 days and 24GB/336 or 365 days without reducing the price of these plans.
It will fulfil the condition of voice only plan and Telcos won't lose any revenue only the subscribers will lose the data benefit.

Telcos want 200 arpu now and 300 minimum in near future

Ofcourse, if you want a world class robust mobile network then it can't be built with such low ARPU figures. If people want quality then they need to pay the price. If they are ready to compromise on quality then BSNL is there for low tariff seekers.
