No, Rs. 500 is refundable out of Rs. 1500 on disconnection if you take the internet only plan. The rest Rs. 1000 is installation charges.
For JioFiber prepaid, Rs. 1000 is charged for STB and it's refundable on disconnection.also charging separate 1k for STB it seems? but they advertise stb is free. My goodness.

The Cellular Operators Association of India (COAI), which represents Reliance Jio Infocomm Ltd, Bharti Airtel Ltd and Vodafone Idea Ltd, has pushed strongly for this spectrum to be reserved for use in mobile internet technologies like 5G.
