No its not like that. I have changed it recently. The option to change one app will always be there. Only thing is, it will show the future date when the next app change will executeIf you have already changed an app recently completing your permitted set of OTTs then it won't be visible, app updated recently. Otherwise try log out then log in OR else contact CC. Log out log in should work as this happened with me too.
