From my Opinion, Windows is Best & Secure....
From Last 2 Years, I use Windows Phone, there is no problem in it any times & it's speed is very Fast...
Go With Windows Phone....

If you want smooth performance at low budget u should go for windows, if you are interested in latest apps and timely updates on apps then go for Android. Windows is easy to use and doesnt lag.
