The Telecom Regulatory Authority of India (Trai) is looking into Reliance Jio Infocomm network's readiness as part of its efforts to ascertain the exact causes of massive call failures on the Mukesh Ambani owned network which has had consumers complaining, a senior official said.
"Our concern is to ensure the quality of services to consumers who are using the telecom networks in this country," the official told ET. "The point is that the call failure and severe congestion on Jio's network is inconveniencing users and it needs to be corrected, from whichever side the problem is arising," the official added.
Jio did not respond to emailed queries. But a person familiar with the matter said the new entrant hasn't yet received any formal queries so far on the matter.
At present, 50-60 per cent of calls each day from the Jio network to three incumbents don't go through, or fail, sources say. This is way above the quality of service norms which mandates call failures at a maximum 0.5 per cent of all calls made, or 5 in a 1000 in a day.
Trai though has already accused India's largest telecom operators Bharti Airtel, Idea Cellular and Vodafone India of violating licence conditions by not providing Jio adequate points of interconnection (PoIs), leading to many call failures and inconvenience of consumers. Trai recommended penalties to the tune of Rs 3,050 crore cumulatively on the three rival telcos of Reliance. The recommendations are being processed by telecom department, telecom secretary JS Deepak said.
Bharti Airtel, Idea Cellular and Vodafone have repeatedly argued that they have released enough PoIs and the E1s, which are required for mobile calls originating on Jio's network to terminate successfully on others. Incumbents have also blamed technical shortfalls in Jio's network as among the reasons for the call failures despite adequate PoIs being released in time.
At a meeting last Tuesday with Trai officials, the CEOs of the top three telcos once again provided details of the PoIs released and pointed out at only some of those released have been "operationalized by Jio due to issues at its end," a senior executive at one of the leading telcos said.
In a recent interview to ET, Airtel CEO Gopal Vittal reiterated his stance that Airtel had provided the highest number of PoIs to Jio and pointed out that the regulator needed to assess the readiness of Jio's network now.
"There have also been issues at their end, in terms of readiness. We have provided all the data to Trai and we are confident that they will look at it objectively and come to the right conclusion," Vittal added.
Previously, Jio had said that there has been no delay in operationalising PoIs at its end and there are no network-related issues it has faced beyond the shortage of PoIs provided by incumbent operators.
Meanwhile, the telecom department, while processing Trai's recommendations of stiff penalties against Airtel, Vodafone and Idea, is debating a grey area around the 90 days stipulated by rules for providing interconnect points.
While the telecom regulator seems to have calculated the period from June, the time when Jio first asked for the PoIs, incumbent telcos have contested that the period to calculate the three months should begin from the date of commercial launch, which was September 5 for Jio.
"The telecom permit simply says from the date of commencement of services," said another official, explaining the department's conundrum in evaluating the recommendation of penalties made by the regulator.
