I don't have any idea what Disney has to do with this. Did Disney ever officially states the reason that you stated?- I don't think they are that stupid.
Having 37 heritage sites doesn't mean we can't have more.

Nope, they never officially state that. It will be one of the worst PR disasters in history. I was doing some research about Disneyland in Asia. This theory comes up everywhere.

And I am not against having more heritage sites. But I am against spending more money than we can afford for it. No matter how much tourists visits that much money is not recoverable at the moment. I would've preferred the government to spend the money on railway's better infrastructure as they lose crores of money every year for delays during winter months due to the lack of proper infrastructure. It also causes inconvenience to tourists and discourages them to not come back.
