Major hurdle with STB portability is the need for realignment of the dish antenna to the direction of the satellite of the new operator. What ISRO needs to do is to provide a common satellite with 48 Ku band transponders to be used by all DTH operators commonly, then all dish antennas will face in the same direction and the subscriber can have a common STB in which he can switch the CAM card himself without the need for any technical intervention from the DTH operator's side. That would be portability at par with mobile number portability.
