Another point is they have no proper window like IPL has and u can't buy that with money. Let's look at a example-
Suppose they play their tournament in nov-dec, this time 3 tops teams i.e. India, England and Australia will be playing somewhere.
So u can't get their contracted players for this league because remember some player are still preferring the Ashes first this year rather than the big cheque of IPL. So more money can't buy these contracted players easily.
