Saudi Arabia is planning to come up with the richest T20 league in the world, and they have approached the IPL owners regarding the same.
Under the current rules of the Board of Control for Cricket in India (BCCI), Indian players are not allowed to participate in overseas T20 leagues, and the proposal from the Saudi Arabian government representatives for their richest T20 league might have to convince BCCI to mend its rules.

Money pumping is easy but they have to get grounds, pitches, viewership as well. Plus it will not be given T20 match status like ILT20 since they are a associate member.
Don't think BCCI will give it's players for this league too. They will have retired Indian players like ILT20.

While pumping money is simple, obtaining venues, fields, and spectators is also necessary. Additionally, since they are an associate member, it will not be accorded T20 match status like ILT20. It will take time to grew likes IPL and many others touranaments of T20.

Do not anticipate BCCI providing players for this competition as well. There will be retired Indian athletes there, such as ILT20.
 
BCCI will definitely turn the offer down moreover they'll offer Saudi Arabian govt to invest in IPL.
Why do we even need their investment when we are doing fine ourselves?
