water is an emergency service ... like electricity ,hospital...no one will take the risk to do scam with water...
its 1/- to public and behind it municipality, WB Govt giving subsidy 9/- per litre+ other XYZ cost

It's govt own project, They are processing PHE water by water treatment plant. They set up RO Plant at important location(Like at Bus stop, At hospital, at In front of colleges) of a district(Siliguri, South 24Prg, Medinipur) and selling water at ₹1 to public from those counter.

Sadly where it is required to be set up like arsenic affected districts of west bengal, they did not set up not even a single one plant, out of 11 crore people not even 0.1% have access this water. So it's nothing more than a publicity stunt just like setting up hundreds of air-condition bus stops in kolkata saltlake, kestopur as if there is cold climate everywhere except these area.
