According to this news Coronavirus: Reliance Jio doubles data on JioFibre, offers 10Mbps speed with no service charges JiO will offer connectivity on Jio Fibre without any service charges,
But my non recharged connections is still asking for payment to start service

Official release from Reliance Industries was made at 4 PM today. Given the limited staff on work, it might take time to implement. Plus as mentioned in the press release, this will only be available in geographically feasible areas.
