Regarding BSNL free roaming

I'm going to go to ASSAM next month

I heard that BSNL is now provides
ONE INDIA ONE NUMBER
FREE ROAMING Across India.......

1) Is it true ?
2) If yes is it for BSNL -to- BSNL !
______or BSNL -to- ALL OTHER !!

3) Only option is to buy SIM in ASSAM !!!

Yes. Its true.
In roaming only INCOMING calls are free. Out going call charges are as per your plan. No STV (Call rate cutter tariffs) will work on Roaming.

1) Buy BSNL SIM in AP (so that, my family can call me - as incoming is free)
2) Buy SIM in ASSAM (so that I can call my family normally)

You'll receive free incoming calls from all networks. But if you are using any call cutter plans and sms plans, sad to say that will not work there. Your Gprs pack will work there. Plus Outgoing calls will become somewhat costly.

Our Sim Card will not work in Jammu and Kashmir due to some regulatories from GOI and Home Ministry. In other states, it'll work fine

Yes that's good. Moreover it'll keep your BSNL sim in active mod so that they cannot disconnect your services :tup
