Can Traffic police stop me or impose any kind of penalty if I am using WITHOUT ISI mark helmet but a helmet with ECE(European Standard) & DOT(american standard) certification.

Although ECE, DOT, Snell and other international certifications are at par or even better than BIS standards, you might end up in trouble according to the latest notification from the Ministry of Road and Transport. Better to check with local officials or have a ISI marked helmet. Just post a tweet tagging your state police handle, asking the same. Sure they would answer. You can then have a concrete evidence, if anyone stops you.

Does this mean someone wearing an imported lid could be asked to pay a fine by the traffic police? Yes, they will be fined
