Read those comments, looks like nobody is able to access it.
Precisely, thats why I said they are in damage-control mode, as they are facing huge backlash from all customers. But these are fake promises of it being active again- most probably it wont. Also, minimum KYC for all customers will expire by 25-Aug-2019.

They are in damage control mode. They are probably looking for a new partner as ICICI has pulled out.

"Sensing actions from RBI over the lending business, Paytm had recently transferred its loan book to Gurugram-based Clix Capital. The company had partnered with ICICI Bank for its lending service. Paytm has been emphasizing that it’s acting only as a facilitator for the service, and the firm doesn’t lend on its own book."
