Minimum fare was ₹7 the last time I checked. It's been a while, so not completely sure if it's still the same.

Central Govt. doing wrong steps running trains from epic centres. State Govt. will bear the burden for increasing cases and load on hospitals.

This is exactly they want what I think.
State Govt can not satisfy both the migrants and local people and will loose popularity . Citing this some party will do election campaigning and come to power. This is the strategy.
