@Esmail So it means BSNL got that spectrum? Such wastage of resources
First they will get spectrum for free, then they will keep it unutilized, their employees will not work. Losses will continue to mount and we will continue to pay their salaries and expenses. BSNL and MTNL should be merged and distribution, customer service etc should be outsourced. Wherever the government employees have to be kept should be on contracts and their performance should be measured by customer satisfaction level, then only their contracts should be renewed.
 
According to what was in the news and correlating to the NIA it's 10 MHz in 600 MHz, 40 MHz in 3.5 GHz and 400 MHz in 26 GHz.
But I still don't get where the 5 MHz in 700 MHz band went because the NIA does not mention it being reserved for BSNL and it has not even been considered while calculating the Sub GHz spectrum cap, whereas the NIA says any spectrum which the DoT has and which has previously been put up for auction has to be accounted for when calculating the spectrum cap.
36) Clause 9.7 Spectrum Holding Capping Rule: (Page 61) a) As per the spectrum holding cap Table given in the NIA (12.2 – Annexure B, page no. 116 of NIA), we believe that the spectrum reserved for NCRTC and Railways in 700 MHz has been excluded in the upcoming auction for calculating the spectrum caps. However, in the above clause, 700 MHz band has not been mentioned. We request DoT to clarify whether the spectrum reserved for NCRTC and Railways in 700 MHz band is required to be considered for calculating the spectrum caps or not.

Yes and I had already mentioned the same in my article dated 19th June, much before the Q&A was published by DoT
 
Chart updated with spectrum holding disclosure released by dot as of 08/07/22
BSNL/MTNL holding in 900/1800 MHz band now only shows the quantum held by the operator currently with no clarity on the validity or liberalisation status as DoT is still in the process of consideration about assignment/reassignment of spectrum to the PSU in these bands.
Spectrum reserved for BSNL/MTNL in 2100/1800/850 MHz bands is not shown in the chart since it is yet to be assigned to the PSU.

Now there won't be any major updates until the start of the auction. Again this time the bidding may only last 2 to 3 days, depending on how the operators decide among themselves who is going to bid for what spectrum, so as to avoid competing against each other and increasing the bid amount. We saw that happen in the last auction, Jio and Airtel had pre planned the 850 MHz bids depending on the future spectrum trading deal between them both.

Is there any chance for Jio to make band 5 20Mhz in all circles(wherever possible) in this auction and deploy 10Mhz on 5G? Considering band 28 is not cheaper yet?

The last carrier in band 5 in each circle is still incomplete and it may or may not be converted into a full carrier depending on the interference field trials conducted by DoT. Let's see depends on what strategy they adopt.
