1) BSNL 900 MHz spectrum updated with expiry. Pan India 6.4 MHz has been allotted except for Mumbai and Delhi.
2) All band's Year of expiry of spectrum has been made more specific with the month and exact date of expiry. (Years which have more than one dates of expiry, the one with the longest validity is mentioned)

Non renewal is a better terminology compared to Surrender in this case. Surrender of spectrum is when there is plenty of validity left and the operator forgoes that and gives it up to DoT like what Rcom and Aircel did for their Non liberalised spectrum in select circles. What Vodafone Idea is doing is choosing to not renew their expiring spectrum in these circles to save money.
It's good that it's declared so that Jio and Airtel can plan their auction bidding strategy accordingly.

In january airtel and vi was given option to take expiring spectrum for 3 months as intermediate allocatement till auction occurred. pay charges accordingly

Vi just utilized grace period of 30-45 days to reply back and confirm or reject .and delayed spending of such news "surrender" till today.

Even same game is for rollout of 5g,as 1 year-phase 1 rollout missed out then demanded waiver of penalty

This is very common for PSUs like MTNL and BSNL, like you know MTNL 900 MHz spectrum in Mumbai and Delhi expired in 2019 and today 5 years later they are still using it without any official reallocation.
Vi is technically a pseudo PSU with the Government holding the largest shareholding so you can expect such behaviour from them going forward. Same reason for not taking action on not meeting the minimum rollout obligations. It would be better to just merge Vi with BSNL and simplify it.

I guess, it will be 4.4MHz of Band 8 and 1.8MHz of Band 3 in W.Bengal & 6.2MHz of Band 8 in UP(W), which are up for renewal in those circles. Reason being VoId already has 3MHz of Band 8 and 21.6MHz of Band 3 in W.Bengal & 5MHz of Band 8 in UP(W) circles. Total 12.4MHz "Surrendered".

It is quite possible. Though they may still bid for an additional 2 MHz in band 8 in WB circle to make the total holding as 5 MHz. They may not have wanted to pay the fee for the entire 4.4 MHz so may have had to give it up for the interim period up to the Auction.

So looks like all the news agencies have got this wrong, someone reported they are surrendering 12 MHz someone else reported they are surrendering 5 MHz and there was this confusion so I directly contacted the Vi spokesperson to get the exact figures for clarification.

As per his official statement Vi has surrendered just 3 MHz out of the total 12.4 MHz which is up for renewal, In West Bengal they have surrendered 1.8 MHz in 1800 MHz band while retaining 4.4 MHz in 900 MHz band whereas in UP West circle out of the 6.2 MHz in 900 MHz band they are surrendering 1.2 MHz and retaining 5 MHz. I can't publish this on his request but I can share it with the community here.

So from the looks of it, Vi will bid for 7 MHz in West Bengal and 5 MHz in UP West circles in the 900 MHz band in the auction while no bids will be placed in the 1800 MHz band in both these circles. They don't want fractional spectrum holding in any band just in multiples of 5.

Is it possible to deploy SA 5g with 6.25 Mhz block of n5 and 6 MHz block of n8 or does it need contiguous 10 MHz blocks of sub GHz spectrum of same band?
