Why Neo Sports aren't telecasting any Russian Premier League matches? I thought they acquired the rights. Can anyone help?

No they have not acquired it.

Earlier I was informed that they had acquired both Dutch and Russian leagues but actually they have acquired only the Dutch league.

Neo is a totally useless channel now. Subscribing its channels is a total waste of money.
