Discussion Mumbai police informing ISPs like MTNL to not provide IPv6

Just came to know about this from MTNL's contractor that Mum Police is now disallowing ISPs to issue IPv6.
TBH, Jio, Airtel, Vi and others are dual stack networks and have both IPv4 and IPv6.

Why is Mumbai Police afraid of IPv6? Since when did a police force have a say on what technologies are deployed?

On a light note, when Uddhav Thackarey wants to have control over news channels by filing false FIRs through various means, why not have control over what people do on the internet
