Question is, who uses ll in todays age if not for bband and free calls? Just having ll for purely calls is kind of strange in a mobile world.
I think these would be office connections which may be used for reception desk/ fax/pbx extensions and other such work. They may not convert to bband. Instead, mtnl should target the corporate sector with high availability service and responsive 24x7 customer care. The business segment is where bsnl/mtnl fail miserably due to their pathetic customer care.
