Mobile Data Connections Alive After 7 Days

Seven Days Ago , Gujarat Government Block All the Internet Connection of Mobile Phones !
Now Today After Seven Days of Death of My Phone , It is Alive Today but Problem is I am not able to Use WhatsApp with another Number Data Connection !
Anyone Having the Same Issue ???
Vodafone Customer Care is Also Not Able to Talk With Customers since last Evening !!!
Pls Post Your View If Any Gujarat Members are Online !!!

WhatsApp is Running Perfectly but I Can't Able to use it from Wifi or Other Company Data !!!
Means Internet connections are not Activated Perfectly !!!
I can't spoke to CC because they are not available !!!
I think there is No one from Gujarat in DDF !!

what's the reason behind this internet blocking?

it's patel community's protest for inclusion of community in OBC reservation quota. on 25th sept. when during protest march;it turned into communal riot when police interrupted without giving warning to dis-assemble protest march. so after 26th sept. full day to calm down people on the night internet services was blocked in gujarat to stop circulation of riot images and provoking messages. other notable services found closed are Internet Services(only mobile data others like broadband & non mobile related where working),STD SMS services(sms outgoing from gujarat to other states),STD Calls(sms outgoing from gujarat to other states),ISD SMS(sms from india to other country),ISD calls(calls from india to other country).

throught during same period whatsapp calls made from wi-fi using computer's broadband connections was working.
