And yes, the match was alloted to Greenfield Stadium by BCCI, but KCA want the match happen at Kochi.
Legally there are no issues for BCCI to conduct a match at Kochi.
JNI Stadium is under the control of The Greater Cochin Development Authority. JLN stadium has been leased out to KCA for a 30-year period in 2014. So KCA can do anything in the ground.
KCA says last match happened in Kochi was in 2014, and the last match allotted to Kerala happened in T'Puram. So this time the match can't be played there and they want it to happen in Kochi. That's the reason KCA is telling.
Legally nothing can be done.

Nd again there will be a clash between this match and ISL.
Next ISL season will start earlier, by September end or by Early October as there is an Asian Football Championship happening in UAE in January 2018

Hope the KBFC owner and the Cricket Legend himself fights for his home ground as noone can speak against his will if he is stubborn as he wont be alone and a lots of voice like Ganguly, MSD, Kohli who are part of ISL would Join him and KCA wont go against them.

Pressure applied from Sachin Tendulkar, politician Shashi Tharror and numerous from across the corners of the country has had its effect with the scheduled ODI between India and West Indies for November being moved from Kochi to Thiruvananthapuram. As per a Kerala Cricket Association (KCA) official, the move will be announced soon.

The Kerala Cricket Association (KCA) has decided to request the BCCI to allot a match of India's proposed ODI series against Australia in Thiruvananthapuram in February-March in place of the India-West Indies ODI scheduled to be held in November. The decision was taken at the Annual General Meeting (AGM) of the KCA at Kumarakom, Kottayam on Saturday. The KCA believes the weather would be more suitable in February than in November, especially after the bitter experience of the debut match of the Sports Hub in Thiruvananthapuram in November 2017, when a T20I between India and New Zealand was reduced to an eight-over shootout due to incessant rain.
